Cheam First Nation is seeking a dynamic and experienced Human Resource Manager to lead our HR initiatives and contribute to the overall alignment and success between CFN’s culture, values, and its community. The ideal candidate will be a strategic thinker with a proven delivery record of full-range human resource services to support both employees, managers, and executives. The HR Manager will be adept at fostering a positive workplace culture, and driving talent acquisition and development. As the Human Resource Manager, you will play a pivotal role in shaping and executing HR strategies, managing employee relations, implementing policies, and ensuring compliance with relevant regulations, while tracking the overall employee life-cycle.

A day at the office would include:

  • Develop, collaborate and implement human resource strategies with executive team that align HR strategies with organizational objectives
  • Provide human resource consultation and direction on key people issues, such as workforce planning, talent management, performance management, succession planning, employee retention and engagement, conflict resolution, employee relations, benefits and compensation management, and compliance to all applicable legislation and regulations
  • Lead and provide support to all levels of management on performance and employee relations issues, and provide coaching and guidance that ensures the effective implementation of a robust performance review process and the identification and development of key talent within the organization
  • Spearhead guidance and feedback during annual goal setting, interim and annual performance reviews while ensuring alignment for continuous employee development opportunities and programs, recognition, and merit recommendations regarding employee development
  • Develop organizational-wide training programs, including cross training & occupational safety planning
  • Oversee progressive levels of disciplinary process in accordance with federal regulations/legislation
  • Oversee talent acquisition and recruitment support which includes but is not limited to all job postings and recruiting, screening telephone calls and emails with resumes, scheduling interviews, and preparing employment offer letters
  • Facilitate onboarding and orientation for all new hires
  • Prepare, execute and own the full process of employee documentation throughout an employee’s life cycle, from beginning to end of the employment relationship
  • Assist employees with HR issues including HR policies, vacation, compensation, benefits and programs
  • Prepare organizational-wide HR communication of new programs, announcements and document distribution
  • Facilitate change management that continues to support employee, values, community and culture
  • Stay abreast of industry trends and best practices to enhance HR processes, to ensure compliance with all applicable employment laws and regulations
  • Foster a positive and inclusive workplace culture through effective employee engagement initiatives
  • Coordinate and execute staff events and luncheons
  • Lead community skills and needs assessment development
  • Collaborate with the Education and Social Assistants Managers, SASET and other partners to ensure Member training, support and development
  • Collaborations with all Cheam and subsidiaries to forecast member workforce, professional service & local industry long-term needs
  • Payroll and employee benefits administration, including compliance with WorkSafeBC
  • Oversee Salary & Competency Grids and incentive programs
  • Assisting Executive & Finance teams with overall Wage & Benefits budget forecasting

Qualifications & Experience:

  • Minimum 5-8 years of successful Human Resources Management experience
  • Bachelor’s Degree in Human Resources required (will consider similar fields)
  • CPHR designation preferred
  • Knowledge, respect and understanding of Sto:lo culture, traditions and language are an asset
  • Experience working with First Nations community is considered an asset

Any questions or concerns on the amended Housing Policy (electronic copy at the link below, or a paper copy can be picked up at the Band Office) can be directed to Lydia.archie@cheamband.com before November 10 as the Chief and Council will then pass the amended Housing Policy at that November 14th meeting.

There are 3 major revisions:

1) Not cultivate or smoke cannabis in Band owned units

2) Not permitted to do any renovations

3) Comply with the Cheam Animal Control and Protection Law;

Notice of Nomination Meeting – 2023 Cheam First Nation Election

Notice is hereby given that a meeting of the electors of the Cheam First Nation will be held at the Cheam Band Gym, located at 52161 Victor Drive, Rosedale, B.C. on the 24th day of October, 2023, beginning at 5:00 o'clock P.M. and lasting for at least three hours, for the purpose of nominating a Chief and candidates for positions on the Band Council of the said Band for the next ensuing term. FIVE (5) Councillor Positions and ONE (1) position for Chief are available. The election will be held at The Cheam Band Gym, 52161 Victor Drive, Rosedale, B. C. on December 6, 2023.

Please note that any Elector may nominate candidates by using a mail-in nomination form (mailed directly to off-reserve members by the electoral officer). Electors residing off-reserve may nominate or run as a candidate for the position of Chief and Council. You can either deliver, email or mail in written nomination forms and completed, signed, and witnessed voter declaration forms to the electoral officer before the time set for the nomination meeting OR you may nominate candidates orally at the nomination meeting. Mailed nominations not received by the electoral officer before the time set for the nomination meeting are void. Also, note that any voter may vote by mail-in ballot.

All Cheam First Nation Members, 18 years or older, are eligible to vote in the election.

Cheam Longhouse Addition - UPDATE

For the past two years, Cheam First Nation’s Chief and Council, Longhouse Committee, and staff have worked to secure funding to support an addition to the Longhouse for a kitchen, washrooms, and septic. On May 5, 2022, the Community was awarded funding through Pacific Economic Development for the project. Due to the rise in material costs, the Chief and Council supported a top-up to ensure project completion. Working with Station One Architects, the design process began, once it was approved and the tendering process completed, Gerry Enns Contracting (GEC) was hired to build the Longhouse addition and septic field.


We are excited to announce that the construction of the addition will start on Monday, July 17, 2023, with completion this winter.

Over the next few months, you will notice the GEC contractors in the Community working to complete the addition. CALL FOR EXPRESSION OF INTEREST ~ CHEAM FIRST NATION TRUSTEE

January 20, 2023 - Currently, the Council is looking to appoint two trustees through this expression of interest. One will be appointed for a three-year term and the other a two-year term.

The Cheam First Nation established a trust in January 2020 to preserve funds held in the trust for the betterment of the people of the Cheam First Nation for future generations.

It is intended that the Trustees be guided by the following core Cheam principles:
• We the Cheam have lived here for thousands of years. We have never ceded or surrendered title to our lands, rights to our resources, or authority to make decisions within our territory.
• We are the keepers of our land, water, and resources for Cheam members now and for generations to come.
• Our culture and spiritual teachings are fundamental to our well-being. The best way to preserve our traditions and culture is to practice them in everyday life.
• We reaffirm, assert, and exercise our inherent rights and powers to govern ourselves, our land and our resources.
• We the Cheam will preserve the capital contributions to this Trust for the betterment of the Cheam people now and for future generations, and we will use the income and capital gains for the investment of the Trust Funds in accordance with this Trust.

ROLE OF A TRUSTEE:
• Develop policy
• Manage investments, e.g. the Future Generations Fund and the Economic and Community Development Fund
• Work closely with fellow Trustees, CFN leadership & Investment Advisors
• Prepare and present reporting to CFN Council/leadership
• Allocate investment income

TRUSTEE QUALIFICATIONS
The Leadership shall, by way of a Cheam First Nation Resolution, appoint at least three but not greater than nine persons as Trustees or one company duly incorporated and licensed to carry on the business of a Trustee as defined herein. Where persons are appointed as Trustees, the composition of such shall meet the following qualifications:
• all Trustees must be 19 years of age or older;
• at no time shall Leadership or executive who report directly to Leadership account for greater than 40% of the Trustees, or a maximum of three of the Trustees, whichever is less;
• the majority of the Trustees must be residents of Canada;
• the majority of Trustees must be Members of the Cheam First Nation;
• a person is not eligible to be or continue to be a trustee if he or she has been convicted of an indictable offence. A person is not eligible to be or continue to be a trustee if he or she has been convicted of a summary conviction offence involving fraud, theft or false pretenses;
• a Trustee cannot be a citizen of the United States or other non-Canadian jurisdiction unless, in advance of the appointment or re-appointment, the proposed Trustee provides a legal opinion to Leadership and the Trustees that such non-Canadian citizenship will have no negative tax or residency effect on the Trust;
• the Chair of the Trustees must be a Member, but cannot be a member of Leadership or the executive who reports directly to the Leadership;
• all Trustees must be mentally competent. A Trustee shall be deemed mentally incompetent upon a physician providing a written medical opinion that the Trustee has lost his or her mental competence to make decisions regarding this Trust.
• none of the Trustees can be an undischarged bankrupt;
• be willing and available to work a full term

The purpose of the Soil Deposit, Removal and Transport Law is to provide details and regulations for the protection of the environment on Cheam Lands in relation to the movement of soil. One of the main goals is to prevent the dumping of contaminated soil.

Cheam’s participation in the First Nations Drinking Water Class Action Lawsuit Settlement

This Class Action Lawsuit is pertaining to Canada's failure to ensure clean, safe drinking water within First Nation Communities. Fifty (50) First Nations across Canada participated in a National Class Action Lawsuit and won support from the Courts directing Canada to pay compensation to those who suffered from a lack of access to clean drinking water.

Cheam First Nation joined the Class Action in June 2021 as we were subject to long-term boil water advisories from October 2011 to October 2012 and November 2013 to November 2014. Members and non-members (with Status Cards) living in the Community during the boil water advisories can and will be included in the Class Action.

Council has directed staff to compile and submit a list of Members and non-members (with Status Cards) that lived in the Community during the years of the boil water advisories.  To confirm that you have been included in the Class Action Lawsuit and/or to update your contact information, please connect Rachel Wille at 604-794-7924 or via email at rachel.wille@cheamband.com by June 30, 2022.

Once the list has been submitted, the First Nations Drinking Water Administrator will contact you directly to collect additional information such as banking information, Status Card Number, current address, etc. All individual financial compensation awarded will be sent to you, directly.

If you suffered specific injuries due to the boil water advisory, you may also submit a specific claim for compensation.  To submit the Specific Claim, please log onto https://firstnationsdrinkingwater.ca/ and click on claims.  All Specific Claims must be filed and received by the First Nations Drinking Water Administrator by March 7, 2023.

Day Scholar - Revitalization Society Nominations

What is this notice for?
This is to advise that you have the opportunity to nominate members and directors of the Day Scholars Revitalization Society. The purposes of the Society are set out in Schedule A to this Notice. The individuals appointed as members will be entitled to review and discuss the financial statements and any reports from the directors on the projects of the Society and to review, revise or reject any amendments to the Bylaws made by the directors. Day Scholars and their children are not eligible to become members. The qualifications required in order to become a director are set out in Schedule B to this Notice.

The individuals appointed as directors will:
• manage or supervise the management of the activities of the Society;
• appoint the Advisory Board to provide financial, professional and other advice to the directors regarding all activities of the directors in the pursuit of the activities of the Society;
• fix the compensation payable to
o members of the Committee created to appoint members and directors, and
o members of the Advisory Board,
• arrange for the prudent investment of the assets of the Society, and
• report to the annual general meeting of members regarding the projects of the Society.

The Committee will fix the compensation payable to the directors.

What is the Day Scholar Class Action?
The Indian Residential Schools Day Scholars Class Action was brought on behalf of Day Scholars – students who attended Indian Residential Schools (“IRS”) during the day only but did not sleep there overnight, and their Descendants (their children). The lawsuit claimed that IRSs destroyed Class Members’ language and culture, violated their cultural and linguistic rights, and caused psychological harms. The Federal Court has approved a settlement agreement that resolves the Day Scholar Survivor and Descendant Class claims.

The Parties have agreed to settle the claims of the Survivor Class and the Descendant Class (“Survivors”, “Descendants”) in the Gottfriedson v. AGC proceeding. Under the Settlement Agreement, the Parties have agreed that Canada will fund $50 million to establish the Day Scholars Revitalization Society (the “Society”). The Parties agree the intention of the Society will be to support Survivors and Descendants in healing, wellness, education, language, culture, heritage, and commemoration activities and programs.

Day Scholars and their children will be able to apply for funding from the Society.

What is the plan for the Day Scholar Revitalization Society?
The monies will be used by the Society to support activities and programs for the benefit of the Survivors and Descendants as follows:
a. to revitalize and protect the Survivors’ and Descendants’ Indigenous languages;
b. to protect and revitalize the Survivors’ and Descendants’ Indigenous cultures;
c. to pursue healing and wellness for the Survivors and Descendants;
d. to protect the Survivors’ and Descendants’ Indigenous heritage; and,
e. to promote education and commemoration.

The activities and programs will not duplicate those of the Government of Canada. Grants will be made to Survivors and Descendants for activities and programs designed to support healing and address any losses to languages, culture, wellness, and heritage that Survivors suffered while attending Indian Residential Schools as Day Scholars.
